Carroll ISD, Schools Earn Gold Honors
All 11
Carroll ISD campuses and the district have earned the Texas
Education Agency's 2007 Gold Performance Acknowledgments.
The district was honored in 12 of 12 categories and each campus
also earned multiple awards.
The state's Gold Performance Acknowledgment (GPA) system is
used to acknowledge districts and campuses for high academic
performance on various indicators, such as commended performance
on the Texas Assessment of Knowledge and Skills, college admissions
tests, attendance rates and Advanced Placement exams.
This is the first year for the label of "Commended" to
be appended to the state accountability ratings if the campus
or district earns a GPA for at least 50 percent of the TAKS
commended performance indicators in which the campus or district
is evaluated. Only campuses and districts rated Academically
Acceptable or higher are eligible to receive this label. Carroll
earned a total of five Commended labels.
TEA Rates Carroll, All 11 Schools Exemplary
The Texas Education Agency announced today
that Carroll Independent School District and all its
11 campuses have earned the state’s highest rating
of Exemplary, apparently making it once
again the largest district in the state of Texas to earn
the top rating.
“
We are extremely excited to have regained our Exemplary rating,” said
Superintendent David J.
Faltys. “It was a goal we set for ourselves, and today’s
official announcement confirms
accomplishment of that goal. We are elated for our teachers,
campus administrators and our
students. They are the ones responsible for making this happen.” Dr. Faltys said he’s equally as excited for the district’s
11 campuses, all of which earned the
state’s highest rating. Texas holds districts and
campuses accountable for results on the Texas
Assessment of Knowledge and Skills (TAKS), as well as
alternative assessments for special
education students, drop out rates and completion rates.
Not only are ratings based on overall
scores in each grade level and subject, but also for state-identified
student sub-groups: Hispanic,
African American, White and Economically Disadvantaged. Carroll officials say they anticipated an increase in the
district’s
rating based on preliminary TAKS
results, but know how important it is to wait for an official
word from TEA. The district celebrated
results on the 2007 spring TAKS test, pointing out that

across the various grade levels.“
We’ve had an intense focus on math the last two years,” said
Dr. Jan Morgan, Assistant
Superintendent for Instructional Services. “As the rigor
of the state test has increased, we’ve
reviewed our curriculum to analyze and ensure that the
rigor of our program is aligned with state
expectations.”
Morgan said school officials won’t point to any one
activity or action that made a difference.“ When
we received our ratings last year we just really continued
to do what we had been doing
day in and day out. We look at the data longitudinally,
identify areas where we might need to
make programmatic or curricular changes, and we help individual
students who need assistance.” Officials
say parents, teachers and administrators work as a team
to help students who have yet
to master areas of the TAKS. Student Assistance Teams (SAT)
convene to develop intervention
plans and the remediation process begins. Tutoring is made
available and in some instances, the
district even pays for summer school.“
There are a number of factors that contribute to the overall
education that we provide,” Faltys
said. “While we don’t rely solely on one test
or one rating to determine the job we are doing, it is
certainly nice to set a goal and reach it so quickly. I’m
proud of our teachers and instructional
leaders for making this happen.”

Carroll offers a full array of Advanced Placement and Honors
courses, a challenging curriculum for gifted and talented students
and special programs for students with special needs.
The district currently has 13 National Merit Semifinalists
and 23 Commended students. This is the largest number of semifinalists
in school history.
Eight Carroll Schools Make
TBEC Honor Roll List
The Texas Business and Education Coalition
(TBEC) has announced that eight Carroll ISD schools earned
recognition on the 2007
TBEC Honor Roll. Johnson Elementary, Carroll Elementary, Rockenbaugh
Elementary, Old Union Elementary, Eubanks Intermediate, Dawson
Middle, Carroll High and Carroll Senior High School made the
honor roll list.
TBEC identifies the Honor Roll schools by analyzing three
years of performance data for all Texas public schools. A school
must have a high percentage of students meeting state standards
on the TAKS tests in all subjects for three consecutive years,
with an emphasis on how many students score at the state's
highest standard - commended - on all tests. Selection criteria
account also for each school's student demographics, the number
of subjects tested and the grades served.
Representatives from the Honor Roll Schools
will gather later this year for a Sharing Seminar in which "the best learn
from the best," followed by a reception and awards dinner.
Carroll Reports Record Number Of Test Takers
A record number of Carroll students took college entrance
exams last year as local scores continued to exceed state and
national averages.
A total of 529 students took the SAT. This is up from 514
test takers in 2006 and 500 in 2005. Carroll students scored
a 551 in critical reading, a 568 in mathematics and a 536 in
writing for a total of 1655.
School officials say reading scores were up four points, but
math scores and writing scores dropped slightly. The end result
was a three-point overall decrease in the composite score,
though they are pleased with an increased number of test takers.
A total of 388 students took the 2007 ACT test. This compares
to 347 in 2006 and 342 in 2005. Carroll students scored a 23.8
in English, a 24.8 in Mathematics, a 24.7 in reading, a 23.6
in science and an overall composite score of 24.3. The composite
score is up slightly from the 24.2 score in 2006.
