Our Mission
The Department of Special Programs ensures that all students with special needs are provided an educational environment that supports them in their learning to become thriving, valued, and contributing members of our society. Students with special needs have opportunities to learn with others and to establish relationships with their peers.
In Carroll Independent School District (CISD) each student with a disability has the opportunity to participate in a free, appropriate education designed to meet his or her individual needs. Students are educated on a campus as close to home as possible. CISD provides a continuum of child-centered and supportive services which meet the needs of eligible students who have disabilities. CISD also complies with all aspects of the Individuals with Disabilities Education Act (IDEA).
Our Beliefs
Beliefs that are vital to the success of students with special needs are:
• All students can learn; each in his or her own way at his or her own pace.
• All students belong in the community of their school.
• Effective communication at all levels is essential.
• Parents and CISD staff are critical resources and are mutually respected as active partners in the educational program and with the development of their child's IEP.
• Seamless transitions maximize learning potential.
• All staff need a broad base of knowledge and training that can be applied to the needs of individual students.
• Social and self-advocacy skills are essential to ensure that students with special needs become functioning members of all communities in which they are involved.
• The availability of appropriate resources to staff, students and parents is fundamental.
