Athletic Information

New for 2008-2009: The Carroll ISD School Board has eliminated the Pay To Play student fee for secondary students. Parents will NOT have to pay this fee for the 2008-2009 school year.

All students (grades 7-12) who will be participating in athletics are required to first have a current physical examination.

Bus Transportation

Carroll ISD Transportation Department

Carroll ISD provides bus transportation to all students. A fee of $215 will be charged for students residing within two miles of their home campus. Families with more than one rider will pay $215 for the first child and $165 for each additional child. A semester pay plan is available for interested families. This fee equates to only $1.22 per day to ride the school bus, which is the safest possible transportation for CISD students. Those students who live outside the two-mile drive distance may ride free of charge.

The fee should be paid at the CISD Administration Center, 3051 Dove Road in Grapevine by August 1, 2008 in order for your child to obtain a bus pass at the home campus. After August 1, bus passes must be picked up at the Administration Center.

Immunizations

Parents please note that students will NOT be admitted to any CISD kindergarten through 12th grade campus in August 2008 if their immunizations are not in compliance with Texas Department of Health guidelines. Noncompliant students will not be given class assignments or schedules. According to the Attorney General (4-15-04), under Texas Administrative Code, section 97.71, the law requires that students be fully immunized against specific diseases.

Please check with your campus nurse regarding your student's immunization status. The Tarrant County Health Department is a convenient and economical immunization resource. They are located at 813 Brown Trail Road in Bedford (817-285-4155).

Asbestos Abatement Notice
In 1987, Congress passed legislation which required all school districts and private schools in the U.S. to inspect their facilities for both friable (crumbled by hand pressure) and nonfriable asbestos containing materials. This legislation is entitled, the Asbestos Hazard Emergency Response Act (AHERA). Upon completion of the inspection, an asbestos management plan was prepared and submitted to the state for approval. In the summer of 1988, an inspection was conducted and subsequently the management plan was submitted to the state. Only nonfriable asbestos, posing no health hazard was identified. The school district is required by law to conduct periodic surveillance of these materials to assure that they do not become friable. This has been accomplished and we will continue to do so as is instructed in the management plan. As CISD updates and remodels buildings, if there is nonfriable asbestos in that building, the asbestos is abated. Most of our buildings are asbestos free. The CISD management plan is available for review should you so desire.

Child Find
The Carroll Independent School District (CISD) is responsible for identifying, locating and evaluating, at no cost to families, all individuals with disabilities from birth through 21 years of age who are in need of special education and related services who reside within the school district boundaries or who attend a private school in the district. Educational areas of concern include, but are not limited to: cognition, language development, articulation, socialization, self-help and motor skills.

Children aged 0 - 4 should be referred to Ms. Debra Neal at 817-949-8400. Children who are 3-4 years of age with speech-only concerns should be referred to the school counselor of the CISD elementary campus that the child is zoned to attend for kindergarten.

Most children aged 0-2½ will be further referred to the Early Childhood Intervention (ECI) of Tarrant County for possible services in the home or in day care. For students with a vision or auditory impairment, however, CISD will provide services in conjunction with those of ECI. When a child turns 2½, a transition process will begin whereby ECI services will subsequently terminate and services for eligible children will be provided by CISD school personnel; CISD services will begin on the child's third birthday.

Children who turn 5 by September 1 to age 21 should be referred to the school counselor of the CISD campus that the student is zoned to attend.

Summer referrals should be directed to the CISD Department of Special Programs: Dr. Cathy Friar at 817-949-7050. All referrals are confidential and the parent, legal guardian or surrogate parent has the right to refuse services.

English as a Second Language
Students in kindergarten through 12th grade who speak or hear another language spoken at home may be eligible for English as a Second Language (ESL) services. All parents will be given a Home Language Survey to fill out for each of their children enrolled in CISD. Please indicate this information on the Home Language Survey and inform the campus counselor.

Graduation For Class of 2009
Graduation for the Class of 2009 is scheduled for Friday, June 5 at Dragon Stadium. The start time of this event will be forthcoming.

Migrant Services
If, within the last three years, your child (children) has traveled or moved, so that the child, a family member or a guardian could look for or do temporary or seasonal agricultural work, you may be eligible for Migrant Services. If you believe you might qualify, please contact your child’s school counselor.

Special Education Services
Carroll Independent School District offers comprehensive special education services to eligible students from birth through 21 years of age. Students suspected of having a disability may be referred by contacting the neighborhood school or the Special Education Department at 817-949-7050. All Carroll ISD special education records are maintained for seven years after cessation of services. At the end of seven years, any parent, legal guardian or eligible student who wishes the original records may obtain these records by sending a written notice listing all special education records requested by: name, date of birth, dates of attendance and school of last attendance in Special Education to: Carroll ISD Executive Director of Special Programs, 3051 Dove Road, Grapevine, TX 76051. At the end of seven years and two months after cessation of services, records not requested will be destroyed by Carroll ISD officials. Therefore, applicable special education records from the 2001-2002 school year will be destroyed beginning November 1, 2008.

 

Options and Requirements For Providing Assistance to Students Who Have Learning Difficulties or Who Need or May Need Special Education

If a child is experiencing learning difficulties, the parent may contact the person listed below to learn about the district's overall general education referral or screening system for support services. This system links students to a variety of support options, including referral for a special education evaluation. Students having difficulty in the regular classroom should be considered for tutorial, compensatory, and other academic or behavior support services that are available to all students.

At any time, a parent is entitled to request an evaluation for special education services. Within a reasonable amount of time, the district must decide if the evaluation is needed. If evaluation is needed, the parent will be notified and asked to provide informed written consent for the evaluation. The district must complete the evaluation and the report within 60 calendar days of the date the district receives the written consent. The district must give a copy of the report to the parent.

If the district determines that the evaluation is not needed, the district will provide the parent with a written notice that explains why the child will not be evaluated. This written notice will include a statement that informs the parent of their rights if they disagree with the district. Additionally, the notice must inform the parent how to obtain a copy of the Notice of Procedural Safeguards - Rights of Parents of Students with Disabilities.

BACTERIAL MENINGITIS
THIS EDUCATIONAL INFORMATION IS REQUIRED BY SENATE BILL 31

What is meningitis?
Meningitis is an inflammation of the covering of the brain and spinal cord---also called the meninges. It can be caused by viruses, parasites, fungi, and bacteria. Viral (aseptic) meningitis is common; most people recover fully. Medical management of viral meningitis consists of supportive treatment and there is usually no indication for the use of antibiotics. Parasitic and fungal meningitis are very rare. Bacterial meningitis is very serious and may involve complicated medical, surgical, pharmaceutical, and life support management.

There are two common types of bacteria that cause meningitis:
Strep pneumoniae causes pneumococcal meningitis; there are over 80 subtypes that cause illness
Neisseria meningitidis—meningococcal meningitis; there are 5 subtypes that cause serious illness—A, B, C, Y, W-135


What are the symptoms?
Someone with meningitis will become very ill. The illness may develop over one or two days, but it can also rapidly progress in a matter of hours. Not everyone with meningitis will have the same symptoms.
Children (over 1 year old) and adults with meningitis may have:

  • Severe headache
  • High temperature
  • Vomiting
  • Sensitivity to bright lights
  • Neck stiffness, joint pains
  • Drowsiness or confusion


*In both children and adults, there may be a rash of tiny, red-purple spots or bruises caused by bleeding under the skin. These can occur anywhere on the body. They are a sign of blood poisoning (septicemia), which sometimes happens with meningitis, particularly the meningococcal strain.


How serious is bacterial meningitis?
If it is diagnosed early and treated promptly, the majority of people make a complete recovery. In some cases it can be fatal or a person may be left with a permanent disability, such as deafness, blindness, amputations or brain damage (resulting in mental retardation or paralysis) even with prompt treatment.

How is bacterial meningitis spread?
Fortunately, none of the bacteria that cause meningitis are as contagious as diseases like the common cold or the flu, and they are not spread by casual contact or by simply breathing the air where a person with meningitis has been. The germs live naturally in the back of our noses and throats, but they do not live for long outside the body. They are spread when people exchange saliva (such as by kissing; sharing drinking containers, utensils, or cigarettes).
The germ does not cause meningitis in most people. Instead, most people become carriers of the germ for days, weeks or even months. Being a carrier helps to stimulate your body's natural defense system.
The bacteria rarely overcomes the body's immune system and causes meningitis or another serious illness.

What is the risk of getting bacterial meningitis?
The risk of getting bacterial meningitis in all age groups is about 2.4 cases per 100,000 population per year. However, the highest risk group for the most serious form of the disease, meningococcal meningitis, is highest among children 2 to 18 years old.

How is bacterial meningitis diagnosed?
The diagnosis is usually based on a combination of clinical symptoms and laboratory results from spinal fluid and blood. Spinal fluid is obtained by a lumbar puncture (spinal tap).

How can bacterial meningitis be prevented?
Do not share food, drinks, utensils, toothbrushes, or cigarettes. Limit the number of persons you kiss.
Vaccines against pneumococcal disease are recommended both for young children and adults over 64. A vaccine against four meningococcal serogroups (A, C, Y, W-135) is available. These four groups cause the majority of meningococcal cases in the United States. This vaccine is recommended by some groups for college students, particularly freshmen living in dorms or residence halls. The vaccine is safe and effective (85-90%). It can cause mild side effects, such as redness and pain at the injection site lasting up to two days. Immunity develops within 7 to 10 days after the vaccine is given and lasts for up to 5 years.

What you should do if you think you or a friend might have bacterial meningitis?
Seek prompt medical attention.

Pre-School Program

Pre-School classes for the 2008-2009 school year are offered at four of the District's five elementary schools: Carroll Elementary, Durham Elementary, Old Union Elementary and Rockenbaugh Elementary. Pre-School in Carroll ISD is a blended program of special needs and regular ed students. Pre-School students will follow the regular school calendar to include early dismissal days the first five days of the 2008-2009 school year. Student hours for the Pre-School program are 8 a.m. to 2 p.m.

Currently all of the Pre-School classes for the 2008-2009 school year are full, For more information, contact Janet Blackwell at 817-949-7050. Debra Neal, educational diagnostician, is coordinating the program and will be in throughout the summer to work on class placements, etc.

Quest Gifted & Talented Program

The mission of Quest is to identify and serve students who, by virtue of exceptional abilities, are capable of high performance in general intellectual ability, specific subject matter aptitude, creative or productive thinking and/or leadership ability.

To be considered for eligibility in the program, a student must be nominated by one or more of the following: principal, teacher, parent or guardian, student (self or peer), psychologist, counselor, librarian, administrator or community member. This nomination may be made by completing the district nomination form and returning it by the nomination deadline. Students enrolling in kindergarten are not eligible for Quest nomination and evaluation until the second semester of their kindergarten year.

Gifted Program Information Night – August 28, 2008

Parents are invited to attend a general information meeting about the Carroll ISD Gifted Program Thursday, August 28, 2008, from 7 to 8 p.m.in the Carroll High School cafeteria. Carroll High School is located at 800 White Chapel Boulevard in Southlake. The cafeteria is located on the west side of the school.

Gifted Program Testing for Students (Grades 5-12) New to Carroll ISD

Students entering grades 5-12 who enroll in Carroll ISD after April 9, 2008, may be referred for consideration for participation in the Carroll ISD gifted program. Please complete the Gifted Program Student Referral Form (Grades 5-12) and submit it to Pat Watts, K-12 Gifted Program Coordinator, at the Carroll ISD Administration Center, or to the Gifted Specialist on your child’s campus. Please attach a self-addressed, stamped envelope to the Referral Form so that results may be returned to you via U.S. mail. If you have additional official paperwork or pertinent testing results for your child, please attach photocopies to this Referral Form and the completed Parent Questionnaire.

Testing for students (Grades 5-12) new to the district will be held beginning at 8 a.m. on Thursday, August 14, and Friday, August 15, 2008, at Carroll Middle School, 1101 E. Dove Road, in Southlake. Students should bring two sharpened #2 pencils and a bottle of water with them to the testing site. Most students will be required to appear both days for the testing.

Parking Fee
Students in grades 9-12 (high school & senior high) who wish to park on campus are required to obtain a parking permit. The annual fee for student parking is $150. Parking fees should be paid at the CISD Administration Center, 3051 Dove Road in Grapevine. Checks should be made out to Carroll ISD.

Please bring with you
1) a copy of your driver's license;
2) a copy of the insurance card for the car you plan to park; and
3) the license plate number for the car you plan to park.

Supply Lists

New For 2008-2009: Based on parent input, CISD has personalized the school supply lists for each grade level and each campus. This will help maximize use of the supplies parents purchase.

The Southlake Women's Club will sponsor a pre-packaged school supply sale from 7 a.m. to 4 p.m. on Saturday, August 16 at Carroll Senior High School. A portion of the proceeds from the sale benefit each Carroll ISD campus.

Welcome Dragons!

We are looking forward to another exciting and successful school year in Carroll ISD. Whether you are a returning Dragon or new to our district, we hope that the 2008-2009 school year will be your best ever. The employees of this district are dedicated to meeting each child's individual needs. From kindergarten to college prep, we hope you find your educational experience here to be positive and memorable.

The first day of school for students is Monday, August 25. That day will arrive before you know it. Be sure to read carefully through the Back-To-School website to find out all the pertinent dates and information you need to be ready on that first day.

There's nothing quite like the excitement of fall and back-to-school shopping with the kids. I hope you are looking forward to creating fond family memories of this time with your children. In the meantime, enjoy your summer and we'll see you in August!
