Purpose
Historically, Carroll ISD has relied on the efforts of the Budget and Finance Committee to
assist in analyzing CISD’s financial position and outlook, as well as formulating revenue enhancement ideas in support of CISD programs. As a result of ongoing funding challenges facing public education in Texas, the scope of the Committee is modified to acknowledge the importance of local involvement with elected officials in an effort to address these funding challenges. The expectations of the Committee are that members will not only remain involved in budget discussions but will serve as public education and District advocates in communication with our elected officials. The Committee will be chaired by the CISD Legislative Liaison(s).
Responsibilities
• Review and discuss annual operating budget
• Review and discuss revenue enhancement opportunities
• Act as an advocate for students by addressing funding challenges and recommendations with local legislators
• Understand “Finance 101” as relates to public education funding
• Provide written reports to full Board with discussions, options and /or recommendations
Committee Membership
Requirements of All Members
• Members are asked to serve two-year terms as indicated below
• Members are encouraged to join the Committee if they have a strong interest in the financial policies and the impact of state funding issues in public education
• Members are expected to come prepared to work, specifically in crafting and delivering messages to key legislators
• Members are allowed three absences a year before replacement on committee occurs (extenuating circumstances excepted)
• In short, the District is seeking committee participation from individuals who will serve as advocates in presenting financial and budget challenges to key legislators.
Administrative (appointment is for a two-year term)
• CISD Superintendent (ad hoc member of all Board Committees)
• Assistant Superintendent for Financial Services
• Chief Accountant
• One principal from each grade level (K-6, Middle, High) for a total of three: appointed by the Superintendent, Assistant Superintendent for Financial Services and Legislative/Budget Committee Chair OR One principal from each of two grade levels (K-6, Secondary) for a total of two: appointed by the Superintendent, Assistant Superintendent for Financial Services and Legislative/Budget Committee Chair
• Necessary personnel from the Business Office, other district offices and the community at large, asked by the Assistant Superintendent for Financial Services and Legislative/Budget Committee Chair to participate in a consulting rule on a project by project basis (not subject to membership requirements)
• Community members at large – by application (Membership consists of two-year terms at the end of which the application process is renewed allowing members to evaluate their desire to continue as well as giving others opportunity to serve):
Scheduled Meetings
• Meets at the discretion of the chairman.
• Small team or subcommittees would meet when appropriate (anticipated to be up to weekly for a short period of time – one to two months)
• May need to attend board meetings occasionally for reporting purposes
• Meetings with local legislators and/or legislators and committees in Austin
