UPDATE: Board Approves New Elementary Attendance Zones February 21, 2011

The Carroll School Board voted unanimously Monday to approve new elementary school attendance zones beginning with the 2011-2012 school year. After several months of rezoning workshops, presentations and an extensive public input process, the Board opted to approve the revised Plan B, which only changes elementary zones and maintains existing attendance zones for all other grades.

 
The students affected reside in the north section of the district, including all current Durham Elementary students and some Johnson Elementary School students who will now attend the new elementary school set to open on North White Chapel Boulevard in August 2011. The Board’s plan also rezoned undeveloped commercial/residential acreage (former airport property) in Old Union Elementary School’s zone to Rockenbaugh Elementary School’s zone.
 
As part of the attendance zone plan, all preschool students will attend either Rockenbaugh Elementary or Carroll Elementary beginning next fall. Trustees reviewed feedback from residents, building capacities and enrollment projections. Based on the information and facts available to them at this time, they chose not to move Wyndsor Creek I students out of Old Union Elementary School and they did not change zones for Myers Meadow, Cross Timber Hills, Camden Park, Palomar Estates, or Randoll Mill Estates.
 
The Board did, however, rezone Estes Park IV (Toll Brothers Development), as well as nine homes on the Brentwood cul-de-sac, two homes on White Chapel Boulevard and eight homes on Dove Road just east of the roundabout to the new elementary school. Families in Brentwood support the move, but input was virtually split from homeowners in the Estes Park IV development. Trustees ultimately voted for the change to relieve overcrowding at the Johnson campus.
 
Trustees also voted Monday to prioritize rezoned exit level students and their siblings first and then other rezoned students and their siblings second. This primarily affects the students who have been attending Johnson Elementary School and are now rezoned to the new elementary school. The Board also authorized the Administration to prioritize exit level students and their siblings who are currently attending Durham Elementary on a transfer should they want to go to the new elementary school. Secondly, the Board would prioritize students and their siblings who are currently attending DES on a transfer request, but are not entering exit level grades. The Board did ask the Administration to bring the district’s transfer policy back as an agenda item for discussion at the March 7 meeting. Transfer students do not receive district transportation services.

Basically, the revised Plan B does the following:


 - centralizes preschool at Rockenbaugh and Carroll Elementary Schools beginning in 2011-2012;

 - moves undeveloped commercial/residential acreage (formerly airport property) into the Rockenbaugh Elementary School zone;

 - keeps Wyndsor Creek I in the Old Union Elementary zone;

 - moves all current Durham Elementary students to the new elementary school on White Chapel Boulevard;

-  relieves crowding at Johnson Elementary School;

-  maintains the existing school attendance zones for grades 5-12;

 - involves no change for students currently residing in the Carroll Elementary, Old Union and Rockenbaugh Elementary zones;

 - moves the homes on the Brentwood cul-de-sac and two homes off White Chapel Boulevard to the new elementary school zone;

 - moves the eight homes on Dove Road between White Chapel Boulevard and the north entrance to Estes Park to the new elementary school zone

- moves the western portion of Estes Park (adjacent to White Chapel Boulevard) to the new elementary school zone (the homes proposed for change are in the Estes Park Phase IV or Toll Brothers Development)

Background Information

Carroll Independent School District last set school attendance boundaries in 2000 before the opening of Old Union Elementary School and Eubanks Intermediate School in the fall of 2001 and Dawson Middle School in the fall of 2002. These Current Attendance Zones are still in effect until further notice. (Special Note: The district did discuss possible zone changes during the two-high school decision of 2001 and the K-6 configuration discussions of 2004, but no action was taken as a result).

Carroll voters approved a $138 million School Bond Program in May of 2009. This package included the construction of two new campuses, along with additions and renovations at several existing schools. The district will open a new elementary school (not yet named) on White Chapel Boulevard just north of Dove Road in August of 2011. In addition, the district will open a new middle school (Carroll Middle School) in August of 2011 on Kirkwood Boulevard between East Highland Avenue and Highway 114. Anticipating the opening of these new campuses, Superintendent David Faltys presented a Four-Step Attendance Rezoning Process to the Carroll School Board in October 2010. The plan called for Trustees to 1) set rezoning parameters; 2) meet with the demographer to review enrollment projections and rezoning options; 3) present agreed-upon rezoning option(s) to the public/neighborhoods to collect feedback; and 4) vote on an attendance zone plan so that Administrators can implement a transition plan for students/neighborhoods affected by the rezoning. CISD is currently in between steps 2 and 3. Trustees have asked the Administration to begin circulating two plans - Plan A and Plan B - in anticipation of public meetings that will be set for neighborhoods/campuses in January and February. The district will collect feedback from January 14-February 14 to share with Trustees before a final decision is made on February 21.

Trustees accepted the Administration's Attendance Rezoning Parameters in October. These parameters were used in reviewing rezoning options with the demographer at the November 29 and December 13 School Board meetings. Trustees narrowed the options down to one plan in December, then opted in January to present two plans after discussing the impact the proposal has on neighborhoods in the split Carroll Elementary School zone.
