Carroll ISD offers a Blended Preschool Program for children who are three through five years of age. Preschool classes are offered at Carroll Elementary and Rockenbaugh Elementary. The Blended Preschool Program is made of three categories: children eligible for special education services, children who meet the Texas Education Agency (TEA) Pre-Kindergarten requirements and children who pay tuition to attend.
Special Education
The first category is children who meet the legally mandated enrollment for children once they turn 3 and ends when the student is placed in kindergarten or will be 6 years of age by September 1. These services range from “walk-in” services for students whose needs can be met by attendance in a CISD program (typically speech/language program services) to more intensive full-day services. Placement in the appropriate program is decided by a student’s Admission, Review. Dismissal (ARD) Committee and is based on the results of a Full Individual Evaluation of the child’s skills. Students must meet eligibility requirements for participation; transportation services may be provided if necessary.
TEA Pre-Kindergarten
The second category of the preschool program is the state-mandated pre-kindergarten program. Texas state law requires school districts to provide free half-day preschool programs if there are 15 or more four-year-old students who meet any of the 5 eligibility criteria. Transportation services are not provided. Typically Carroll ISD has not met the threshold of 15 eligible children; however a list is generated each year of eligible students and classes will be established if 15 students become eligible. If you believe your child is eligible under any of the eligibility requirements below, please contact the CISD Assessment Center at 817-949-8400. The child must meet one of the eligibility requirements: ESL-eligible, educationally disadvantaged (eligible for free or reduced lunch program), homeless, as defined by U.S.C. Section 11434a, child of active duty member of armed forces, and the student is or ever has been in the conservatorship of the Department of Family and Protective Services following an adversary hearing held as provided by Section 262.201, Family Code.
Tuition
The third category of the preschool program offered by Carroll ISD is the tuition-based blended program. This program is open to students who are 3 years old by September 1 and ends when the student begins kindergarten or turns 6 before September 1. Parents must pre-register their child prior to a lottery drawing. Wait lists are maintained following the lottery drawing to fill any openings during the school year.
