Understanding the Southlake Tax Increment Reinvestment Zone (TIRZ) and Carroll ISD
What is a TIRZ?
A Tax Increment Reinvestment Zone (TIRZ) is a financing tool authorized by the State of Texas to encourage economic development and public infrastructure improvements within a designated area.
When a TIRZ is created, the property values inside the zone are "frozen" at their current level (the base value). As new development occurs and property values increase, the additional property tax revenue generated by that growth (called the tax increment) is dedicated to projects within the zone rather than immediately flowing into each participating entity's general budget.
Importantly, a TIRZ does not create a new tax or increase anyone's tax rate.

✓ No new taxes are created.
✓ Property owners continue paying Carroll ISD school taxes.
✓ The dollars contributed by Carroll ISD originate as school property taxes generated inside the TIRZ.
✓ Those funds are reinvested in eligible public improvements within the TIRZ, including improvements at Carroll ISD campuses located in the zone.
✓ Carroll ISD currently has four facilities within the TIRZ that are eligible for qualifying capital improvements.
