Carroll ISD is addressing learning loss or accelerating progress to close learning gaps through the implementation, expansion, or enhancement of learning supports that will continue through the 2022-23 school year and the continuation of intensive instruction and support throughout the school year.
ESSER III Meaningful Consultation with Stakeholders - Public Notice Presentation with Stakeholder Input
PRIORITY 1: Academic Supports, Learning Loss, Learning Acceleration, and Recovery for all students and student groups by adding additional campus support to coordinate all accelerated instruction at each campus.
PRIORITY 2: Health and Wellness Supports for virtual learning students returning to in-person learning and other impacted student groups.

This segmented Needs Assessment supports a process for Carroll ISD to determine priorities on which to focus. It is not meant as a comprehensive tool, but rather a tool to use with targeted areas.
Carroll ISD intends to apply for ESSER III funds (ARP ESSER III) to respond to the pandemic and the impact it has had on our student learning. Carroll ISD will expend a minimum of 20% of their grant funds on:
- Evidence based interventions, and
- Ensure interventions respond to students’ academic, social, and emotional needs and address the disproportionate impact of the coronavirus on student populations as defined in ESEA Title I, Part A, students experiencing homelessness, and youth in foster care.

DISTRICT NEED 1
Coordination Purposes
- Coordination of accelerated instruction to maximize time for campus staff to intervene with instruction and students in need
- Provide information about school district and community resources available to students and their families and assist them to access those resources when needed.
- Plan and coordinate appropriate instructional strategies, activities, materials, and equipment that align with the campus and student data to meet the needs of identified students to accelerate their learning.
- Facilitate tasks for RTI /504/Accelerated Instruction identification and monitoring, including referrals, collection of evidence data, and utilizing and maintaining the data management system to maintain lists of students participating in additional support, their progress, and other needed information.
- Maximize interventionists, counselors, assistant principals, and principals time to focus on instructional needs and leadership.
Prioritized Needs:
- CISD focuses the program plan based on the needs of the campuses to maximize teacher and interventionists time to directly work with students.
- CISD focuses the program plan based on the individual needs of students based on state and local assessment.
- CISD consulted with staff, students, and community members to determine this was a high need.
Principles of Understanding:
- Intervention/Accelerated Instruction during intervention periods is a school-wide and district-wide program.
- Intervention/Accelerated Instruction is based upon individualized plans for each student in need.
- Intervention/Accelerated Instruction is part of the regular school day or before/after school as an extended school day.
- Intervention/Accelerated Instruction is standards-based, directly aligned with each students' data.
Data: CISD will administer diagnostic and ongoing benchmark assessments in ELAR and Math. Assessments could include Amplify, Imagine Math, Istation, NWEA Map Growth, and District-created Assessments. CISD is committed to following protocols and processes to monitor the effectiveness of the learning loss interventions
Analyze baseline, diagnostic, formative and summative assessments administered according to our district assessment calendar.
Conduct data meetings to report and discuss student growth. Teachers will analyze student assessment results and student work. District & Campus instructional leaders will plan, facilitate and follow up on all meetings regarding intervention/accelerated goals and instruction.
Group students according to data in interventions and enrichments during designated times on each campus.
Document and monitor time spent by interventionists, teachers, counselors, and other related staff to ensure maximized time for students in need.
Document progress of all students in need. Maintain a data management system for students in need of accelerated instruction.

Coordination Purposes
Mental Health and Wellness Supports for virtual learning students returning to in-person learning and other impacted student groups.
Prioritized Needs:
- CISD offered virtual learning in 2020-2021 and had students that did not attend in-person learning at all or for much of the 2020-2021 school year. CISD focuses the program on supporting students to acclimate to the in-person school setting.
- CISD consulted with staff, students, and community members to determine this was a high need.
- S.B. 179 restores the balance of academic guidance, emotional support, and other administrative tasks in the counselor's workload by requiring that school counselors spend at least 80 percent of their time performing statutorily-defined counseling duties. This will ensure that school counselors have ample time to devote to the academic and emotional needs of the students under their care. With S.B. 179, school counselors will be able to devote the necessary time to steering Texas students toward bright futures.
Principles of Understanding:
- Wellness support will be implemented for DVA students who are returning to in-person school.
- Stress-management support will be provided for students who struggle with learning loss, anxiety, and peer/adult connections.
- Academic and Social/Emotional interventions will be provided for students who have an IEP, 504 plan, and through RTI.
Data:
CISD counselors will utilize wellness screeners to gauge the mental health needs of students.
- Conduct meetings to report and discuss student growth. Counselors will follow up on meetings regarding intervention, goals and instruction.
- Document and monitor need and time spent by counselors to ensure maximized time for students in need.
- Document progress of all students in need. Maintain a data management system for students in need in Eduphoria.
- Counselors will track time spent on counseling and non-counseling duties each month of the year to ensure that they are in compliance with the S.B 179.
