A Message From the Carroll ISD Board of Trustees

Dear Dragon Community,

As we reflect on the 89th Texas Legislative Session, we want to thank you for your incredible engagement, advocacy, and support of our Take Action Dragons initiative. Thanks to this powerful grassroots effort, our community sent nearly 30,000 emails to legislators, amplifying the voices of students, staff, and families. Together, we advocated for key CISD legislative priorities, including increasing the basic allotment, funding underfunded mandates, and reforming the state’s recapture system. We are also proud to have helped defeat mandatory open enrollment, a proposal that would have negatively impacted our district and community.

Most importantly, your advocacy helped ensure that public education funding was finally brought to the table.

The passage of House Bill 2 and Senate Bill 568 marks a step forward, providing long overdue support for Texas public schools. But let us be clear: while progress was made, the work is far from over. The funding approved this session is helpful, but it does not fully meet the needs of districts like ours, where rising operational costs persist alongside declining enrollment, driven by Southlake’s high cost of living and limited new housing developments.

In Carroll ISD, your Board of Trustees has worked diligently to protect academic excellence while maintaining fiscal responsibility. We’ve lowered taxes while reducing debt year after year through strategic reductions, smart revenue planning, and a deep commitment to our students and staff. This past fall, the Budget Reduction Advisory Committee (BRAC) brought community members into the process to help review our financial outlook and shape a five-year plan for district sustainability.

As we look ahead to the 2025/2026 school year, our focus remains on student centered sustainable funding solutions. We are committed to keeping our community informed and engaged as we navigate tough budget decisions, explore creative ways to support our students, and prioritize fair compensation for our teachers and staff. Thank you for being such a vital part of this process. Your continued engagement strengthens our advocacy, holds our leaders accountable, and helps ensure the future our Dragons deserve.
