Annual Student Verification Now Open + BYOD & Cell Phone Policy Updates

We’re excited to welcome our Dragons back for the 2025–2026 school year! As of today, July 14th, Annual Student Verification (ASV) is now open for all Carroll ISD students. This process must be completed prior to the first day of school in order for your student to receive their schedule or teacher assignment in Skyward Family Access.

Please log in to your Skyward account and complete the verification process for each child at your earliest convenience.

Technology Update: BYOD, Device Access & Cell Phone Policy for 2025–2026

Beginning this fall, Carroll ISD is encouraging students in grades 9–12 to participate in our Bring Your Own Device (BYOD) program. Students may bring a personal laptop or Chromebook that meets district specifications for daily classroom use.

While rental devices remain available, families must pay the mandatory $85 annual technology fee in order to:

  • Keep their current district-issued device, or

  • Be issued a district device for the new school year

For students in grades 5–8, families are encouraged to pay the $85 technology fee in order to:

  • Continue using a district Chromebook, or

  • Be issued a Chromebook for the upcoming school year

In lieu of the $85 annual technology fee, students in grades 5–8 may also bring their own device; however, please note the device specifications outlined on our website

A limited number of devices will be available for daily checkout from campus libraries as needed. Families who qualify for free & reduced lunch also qualify to have our technology fee waived.

New Statewide Cell Phone Policy (HB 1481)

In accordance with House Bill 1481, passed by the 89th Texas Legislature, Carroll ISD—along with all Texas public schools—will implement a new policy restricting the use of personal electronic communication devices during the school day, effective for the 2025–2026 school year.

Key details:

  • Students may not use cell phones, smartwatches with messaging, Bluetooth earbuds/headphones, tablets, gaming devices, or similar technology at any time during the school day.

  • All instructional use must occur on a BYOD-approved or district-issued device only.

  • Exceptions will be made for students with documented medical needs or approved special education accommodations.

We strongly encourage families to review these expectations with their students to help ensure a smooth and successful start to the school year. And please be on the lookout for additional communication from your campus with more specifics related to this new initiative.

Thank you for your continued partnership as we gear up for an incredible year in Dragon Nation!
