CISD 101: Did You Know? Carroll ISD's Decade of Tax Rate Reductions

Over the past four years, Carroll ISD trustees have significantly reduced the overall school tax rate, lowering it by approximately 25% since 2021. In 2024, the school board set the overall school tax rate at its lowest level in over 30 years.

Board President Cam Bryan stated, “Taking care of taxpayer dollars is one of our top responsibilities, and it’s something our board takes seriously. As we get ready to adopt a new tax rate in August, we’re focused on keeping that momentum going by continuing to lower the rate.”

In addition to lowering the tax rate, Carroll ISD has also made substantial progress in reducing District debt over the past four years, saving taxpayers nearly $160 million in principal and interest payments. Last year Carroll ISD was the only district in the area to get below the No New Revenue (NNR) tax rate; the board of trustees have indicated their desire to continue that trend as they look to approve the 2025 tax rate in the coming weeks.

A Leader Among Peers

Carroll ISD’s tax rate is now one of the lowest in the Dallas Fort Worth area. According to 2024 data, CISD ranked second in Tarrant County for overall lowest tax rate, an impressive standing considering the District’s strong academic and extracurricular performance.

This lower tax rate hasn’t come at the expense of students. CISD continues to invest in rigorous academics, competitive athletics, and student programs, while still practicing careful and effective budgeting. 

“I’m incredibly thankful for the leadership of our Board of Trustees and their commitment to our taxpayers,” said Dr. Jeremy Glenn, Superintendent of Schools. “Their decisions have allowed us to be strong stewards of public funds while continuing to uphold the Dragon standard. It’s an honor to work alongside this Board as we prioritize both our students’ success and the long-term interests of our community.”

Carroll ISD’s Board of Trustees and administration remain focused on maintaining a balanced approach to educational excellence and fiscal responsibility. Their efforts have allowed CISD to navigate a challenging school finance landscape while continuing to save local tax payers millions of dollars.
